Last Thursday, Governor Brian Kemp unveiled his comprehensive tort reform package in a packed North Wing of the State Capitol. The announcement drew a strong presence from Savannah’s business community, many of whom remained in Atlanta after Savannah Chatham Day to attend the press conference.
Governor Kemp’s tort reform initiative is designed to create a fairer legal environment by leveling the playing field in Georgia’s courtrooms, preventing hostile foreign powers from exploiting consumers and legal proceedings, stabilizing insurance costs for businesses and individuals, and enhancing transparency and fairness. These reforms aim to reinforce Georgia’s reputation as the best place to live, work, and raise a family.
Senate President Pro Tempore John Kennedy has introduced two key pieces of legislation in support of the Governor’s plan—Senate Bill 68 and Senate Bill 69.
Additionally, Governor Kemp presented this year’s state budget proposal, which includes a significant investment in the new Coastal Georgia Regional Water Supply partnership. The $501 million allocation addresses the critical water supply challenges facing Savannah/Chatham County, Bryan County, and Effingham County. This historic state investment underscores Georgia’s commitment to supporting the long-term growth and sustainability of the Savannah region.\
Here are some of the bills addressing a few of the Chamber’s legislative concerns that have been introduced so far:
Business/Tax
SB 12 by Senator Ginn (R – Athens) – Support – Read HERE – Designates that only the custodian agency of public records can be addressed for a public records request, not their contractors.
Military
SB 31 by Senator Dolezal (R – Cumming) – Read HERE – Excludes all retirement benefit income paid to military retirees to be exempt under Georgia law.
HB 107 by Representative Ballard (R – Warner Robins) – Read HERE – This bill requires that by July 1, 2026, military spouses are issued a digitally verifiable license for any profession or business in which a physical license is issued.
