The Savannah City Council held a workshop last week to review the first 90 days of the Urban Camping Ordinance’s implementation. Since the ordinance took effect, the Savannah Police Department has issued 179 warnings and citations, resulting in 15 arrests. Of those, six arrests were solely related to violations of the ordinance, representing approximately 8 percent of the individuals contacted.
During the review, the Savannah Police Department and the Chatham-Savannah Authority for the Homeless (CSAH) presented updated written materials now being used by officers to connect individuals experiencing homelessness with available resources. These materials are designed to prioritize outreach and services over incarceration.
During this time, 47 people were connected to housing in other communities and provided bus passes by the Homeless Authority (CSAH). Stephanie Kaple, Executive Director of the Interagency Council on Homelessness (ICH), emphasized that the rollout of the ordinance has sparked meaningful collaboration across agencies and inspired innovation within the local homelessness response system.
It has also revealed important gaps in service delivery, which the ICH is working to address through its strategic plan and partnership framework. The Savannah Chamber has representation in all of these discussions. Council members acknowledged that this remains a developing process and expressed strong appreciation for the coordinated efforts of the Savannah Police Department, CSAH, ICH, and the many community partners working daily to improve outcomes for vulnerable residents.
A follow-up workshop will be held in 90 days to assess continued progress and explore further improvements in key areas such as personal item storage, pet accommodations, and strategies to support individuals exiting confinement.
While challenges remain, City Council and community partners expressed optimism that the collaboration underway will continue to strengthen Savannah’s continuum of care. With shared commitment and compassion, the community is charting a more coordinated and hopeful path forward for those experiencing homelessness while protecting our public spaces for businesses, residents, and visitors.
