The Economic Opportunity Authority for Savannah-Chatham County, Inc. (EOA) is a private non-profit agency created by joint resolution of the City of Savannah, Chatham County Commission and the Board of Public Education in 1964. The Authority was incorporated on January 6, 1965. The Community Action Program (CAP) provides a variety of programs and services to assist low to moderate income residents of Savannah and Chatham County.

The agency receives funding from the U.S. Department of Health and Human Services, the State Department of Human Services, the U.S. Department of Agriculture, the City of Savannah, the Chatham County Commission, the Georgia Housing Finance Authority, the Corporation for National and Community Services, the United Way, private foundations, and charitable organizations.

EOA programs include: Head Start/Early Head Start, Foster Grandparent, Retired and Senior Volunteer Program, Energy Assistance, Homeless Services, Housing Services, Crisis Intervention, Employment, Job Development and Training, Computer Learning Lab, and many more.

The agency’s annual budget is approximately 12 million dollars, and is governed by a twenty-four member Board of Directors appointed by city, county, private agencies, and businesses.
